His presentation is titled “Breaking Points But No Broken Border.” Victor used the results of 79 interviews of and 85 survey responses from border stakeholders in the cross-border region of Washington and British Columbia to glean insights about the breaking points that occur as the border thickens with enhanced security, infrastructure, regulation and technology. Although many breaking points were identified by stakeholders, the overall consensus conveys an optimism and many positive developments in the evolution of the 21st century border in the region.
